It is up to the individual states to adopt ranked-choice voting, not Congress.

Good point, but the RNC and DNC would never let them. They would lose their ability to blame third parties when they lose. Unless they seceded of course....

I believe Maine and Alaska have already enacted ranked choice voting for state and federal elections. Other states seem to be considering it and/or using it for local elections.

That's great news! Thanks for the info. Maine and Nebraska also vote for the electoral college by Congressional district, not by winner-takes-all, so provide a little more accurate result.
